Buildings With Beds In Them Are the Real Risk
Bedbugs feed on people who stay still for hours. That is why the buildings that genuinely sustain an infestation are the ones people sleep in, and why the same four building types account for most of our commercial work.
HMOs and shared houses
Individual locks on bedroom doors, shared walls and floors, and tenants who come and go. A room treated in isolation while the one next door is left alone is money spent to no purpose, and getting access to every affected room at once is usually the harder half of the job.
Student accommodation and halls
Termly turnover, hundreds of mattresses, and luggage arriving from everywhere in the world on the same weekend. The pattern is predictable enough that inspection between lets is far cheaper than treatment during one.
Care homes
Residents who cannot easily move rooms, skin that marks readily and reports that get attributed to something else for weeks. Treatment has to be planned round the resident rather than the other way about, and heat is often unsuitable for the room itself.
Serviced apartments and short lets
Hotel turnover without hotel housekeeping. Nobody is looking at the seams between guests unless somebody is told to.
Offices: What Is Actually Going On
Offices get bedbugs in the news far more than they get them in reality, and it is worth being straight about the difference.
Bedbugs are brought into an office on bags, coats and soft seating, and they can bite people there. What they rarely do is establish a breeding population, because nobody sleeps at a desk for eight hours without moving. An office problem is almost always a transport problem: somebody is bringing them in from home, and the office is where it gets noticed first.
Which means treating the office alone fixes nothing. The useful work is finding the soft furnishings they are sitting in, treating those, and being honest with the client that the source is somewhere else.
Who Is Responsible
This comes up on nearly every commercial job and we are pest controllers rather than solicitors, so take the following as how it usually plays out rather than as legal advice.
- In most tenancies the landlord or managing agent arranges and pays for treatment, particularly where the property was let with the problem already present
- Where a tenant demonstrably brought them in, some agreements shift the cost — but proving which way round it happened is very rarely possible
- In an HMO, treating one room and billing that tenant is usually both unfair and ineffective, because the building is the unit, not the room
- Care homes and student providers generally carry it as a facilities cost and inspect to keep it small
- Whoever pays, the treatment works best when it happens quickly rather than after a month of arguing about it
The Paperwork
Every commercial visit produces a written report, because your managing agent, your insurer or your environmental health officer will ask for one and a verbal assurance is worth nothing to them.
- What was inspected, room by room, and what was found in each
- Which treatment was applied and where
- Products used, with the safety data to go with them
- What the occupier was told to do, and when
- What we recommend next, including anything we advised that you declined

Can you treat a block of flats or just one unit?
Both, and for a block we would usually push for a survey of the neighbouring units first. Treating one flat in a converted building while the adjoining one is untouched tends to move the problem rather than end it.
Do you work out of hours for commercial premises?
Yes. Offices, halls and serviced apartments are frequently easier to treat in the evening or at a weekend, and that is usually the cheaper option overall because nothing has to be taken out of use.
Will we get a report we can pass to our managing agent?
Yes, as standard on every commercial visit — what was inspected, what was found, what was applied, the product safety data and what we recommend next.
Is a contract worth it, or should we call when something happens?
It depends entirely on how many beds you are responsible for. One office does not need a contract. Two hundred student rooms with a September turnover almost certainly does, because scheduled inspection between lets costs a fraction of treating during one.
Can bedbugs really spread through an office?
They can be carried in and can bite people there, and soft seating will hold them. Establishing a breeding population in an office is rare, because it needs someone sleeping in one place for hours. Treat the seating, but look for the home it is coming from.
